Main results of the observational study of interstellar and circumstellar dust at the visual, UV, IR and submm wavelengths will be presented. They include the observations of interstellar extinction and polarization curves in wide spectral range, detection of dusty features at the mid-IR (ISO revolution), etc.

Modern models of cosmic grains and the possible ways of their improvements will be discussed.
