Kinetic equations are derived for photon and electron gases. Polarizations of radiation and electrons as well as exchange interactions, are taken into account. Simplified forms of equations are obtained (at the averaging over polarizations of the electrons, for the ordinary and extraordinary waves, etc.). In hte equation for photons, the collision integral is presented as a sum of three terms with redistribution of the photons over polarizations with conservation of energy and the propagation direction, with redistribution of photons over azimuthal angles with conservation of energy and the angle to the magnetic field, and with redistribution over all parameters. Such decomposition is obtained naturally in the course of derivation of the equation.
