An effective shear modulus of a neutron-star crust is calculated using the model of a Coulomb crystal of atomic nuclei on the uncompressible electron background. Motion of the nuclei is taken into account in the classical and quantum regimes. The calculations in the classical temperature range agree with previous Monte Carlo simulations. The quantum calculation is performed for the first time. The results of the calculations are approximated by a convenient fitting formula.
