We consider processes of formation of the internal structure of virialized halos of dark matter, which appear in the course of evolution of initial inhomogeneities of density in the cosmological standard model. We show that cosmological random motions "heat up" dark-matter particles in collapsing protohalos, which leads to suppression of cusplike profiles of density in relaxed halos, favours formation of galactic halos, and allows us to explain the differences between the observed andnumerically simulated rotation curves of galaxies.
